About Us
History
The Hamilton County Alliance was created in 1992 to act as the county’s economic development organization. The Alliance is:
- An independent, private not-for-profit organization 501 c 4..
- funded by the public (39%) and private sectors (61%).
- governed by a 17-member Executive Committee and a Board of Directors,
- charged with serving Hamilton County, its eight communities and nine townships.
Mission
The Hamilton County Alliance acts to enhance the county’s economic health and quality of life by attracting and retaining businesses that will create a strong tax base through the provision of high quality jobs and capital investment.
Activities
The principle economic development activities of the Hamilton County Alliance are:
- Attracting new employers from the national and international business arena.
- Conducting economic research on Hamilton County and competitor markets.
- Marketing Hamilton County as a premier business location in the Midwest.
- Maintaining an aggressive existing business outreach effort.
- Promoting entrepreneurship and serving as a catalyst for new business start-ups.
- Facilitating cooperative economic development efforts among the county’s governmental units.
Accomplishments
The Alliance has a proven record of success. A review of Alliance performance since 2001 shows:
- Alliance-assisted projects have generated more than $3.9 million in local property tax support for Hamilton County governments.
- New estimated COIT revenues of over $980,000 for Hamilton County and its municipalities.
- 151 companies assisted by the Alliance have created more than 4,820 new jobs,
- An aggressive Hamilton County Alliance outreach effort to county businesses has generated over $5.9 million in grant awards for companies.
- 259 grant awards totaling over $5.9 million were received by Hamilton County companies assisted by the Alliance.
- Over $398.6 million in new capital investment has been generated by Alliance-assisted projects since 2001.
- Alliance job creation efforts have supported the construction of more than 3,850 homes in Hamilton County.
- A Cost-of-Living Index for Hamilton County is now provided in the ACCRA quarterly report as a result of Alliance initiative and financial support.
- Significant projects assisted by the Alliance since 2001 include Irwin Mortgage, ADESA, Midwest ISO, ITT, Zotec, Verizon NICC, Interactions Corp., CallTech, Walker Information, Comcast and ACES Power Marketing.
Services
The Hamilton County Alliance provides a variety of economic development-related services to meet the needs of business and government.
Key services are:
- Attracting new business to the county
- Retaining existing businesses and help them grow
- Promoting entrepreneurship and new business start-ups
- Collecting and preparing demographic reports keyed to communities, the county or specific locations
- Maintaining a database of available sites and buildings in the county
- Providing a web presence to expedite the distribution of Hamilton County information to the national and international marketplace
- Preparing economic impact reports to assist local communities in evaluating potential projects
- Assisting businesses in obtaining financial resources to provide their employees with new skills and technology training
- Assisting communities in developing economic development strategies and policies that enhance their positioning and competitiveness in the marketplace

Allocation of Financial Resources
As the Alliance seeks to grow its economic development activity, care must be given to how HCA allocates its financial resources. The breakdown for 2006 is provided below
- 51% of revenues went toward personnel and personnel related expenses
- 30% were allocated to marketing and client related activities
- 15% of 2006 expenses were allocated to Indirect Expenses (such as accounting and legal fees, insurance, telephone, postage, and occupancy costs).
- 4% of expenses were represented by Program Support Services (printing and publications, workshops, meetings, conferences, etc.).
